The reporting requirements in the EU Emissions Trading System (ETS)

Plant operators in the European Emissions Trading Scheme (EU ETS) are required to submit a wide range of reports to their respective national authorities on a regular basis.

These primarily include the monitoring plan (MP), the allocation data report (ADR) and the annual CO2 report (AAR).
Furthermore, all necessary documents such as procedural instructions, measurement methods, etc. must be constantly checked for up-to-dateness and approved by the authority (DEHSt) prior to planned changes.

Each of these central elements requires the special attention of the operator and his representatives to ensure correct, consistent, complete and always timely reporting. Failure to do so, or to do so only in part, may constitute an administrative offense for which fines of up to 500,000 euros may be levied.
